The Football Victoria (FV) annual Club Administrator Conference is taking place at The Home of The Matildas on Saturday, 7 February 2026. The conference will offer vital training, networking, and resources for volunteers and committee members to develop club capabilities.

This year the conference will focus on tools and resources to help clubs thrive (including training on the new Dribl platform), facilities strategy, supporting participant well-being and successful complaints management processes.

Level The Playing Field Campaign

FV will deliver a focused session on how clubs and the football community can continue to secure better facilities and stronger government support across Victoria. Joined by Parliamentary Friends of Football Co-Conveners Anthony Cianflone MP and John Pesutto MP, the session will offer valuable insight into bipartisan support for the game and what it means for clubs on the ground.

The presentation will highlight Football Victoria’s Facilities Strategy 2025 to 2035, providing a clear snapshot of the long-term direction for football facilities, alongside a practical overview of the Facility Development Journey to help clubs better navigate planning, funding and delivery.

The session will also include an insight into FV’s Level the Playing Field campaign heading into the 2026 state election, outlining how clubs can contribute to a stronger, more unified advocacy push for fair, safe and inclusive facilities across Victoria.

How to Manage Complaints - Best Practice

Tom Dixon is the National Manager of Play by the Rules, a national platform supporting volunteers, administrators, coaches, officials and parents to address issues of fair play and respect in community sport. In this practical and engaging session, Tom will outline some key tactics for how to assess and respond to complaints, how to nip issues in the bud, where to get support and the resources available.

Tom brings diverse expertise to the role as a sport management professional with experience in club development, participation programs, child safeguarding in sport, diversity and inclusion, member protection, policy and innovation.

Prior to joining Play by the Rules, Tom led the implementation of the national safeguarding children and young people framework at Cricket Australia. Prior to that, he was the Participation and Innovation manager at Vicsport, responsible for supporting the capability of Vicsport member organisations, LGAs and clubs, across a wide array of areas like strategy, innovation and inclusion. During this time, he was heavily involved in supporting the Victorian sports industry to comply with the Victorian child safe standards legislation. Tom also worked at AusCycling and Tennis Victoria, and has volunteered as a club president and strategy officer.

DEI Framework

Introducing Football Victoria’s Diversity, Equity and Inclusion Framework, this presentation outlines how DEI is embedded in the core business across the organisation and the broader football ecosystem, with a focus on what this means in practice for community clubs. It outlines the Framework’s purpose and key focus areas, how DEI supports clubs to create safe, welcoming and inclusive environments, and the practical actions, resources and support available to help embed inclusive practice into everyday club operations. The presentation also highlights clubs’ responsibility, as part of their Football Victoria membership, to demonstrate progress towards promoting the diversity of the game and encouraging the inclusion of all people to participate in football.

Todd Morgan is the CEO of Outside the Locker Room (OTLR), a leading mental wellbeing organisation delivering vital education, detailed welfare support, and practical frameworks that help sporting clubs create positive, psychologically safe environments.

With over a decade of experience in the mental wellbeing sector and more than 17 years across the sport and fitness industries, Todd has worked extensively within community, semi-elite and elite sporting organisations. His experience spans group facilitation and one-on-one support with semi-professional and professional athletes, giving him a deep understanding of the pressures faced both on and off the field.

Todd delivers engaging, interactive sessions focused on practical mental wellbeing strategies for individuals and teams, clear guidelines for building psychologically safe sporting environments, and accessible support resources. Participants are equipped with the tools, knowledge, and confidence to foster safe, positive psychosocial cultures where athletes can thrive, perform, and sustain long-term wellbeing.

Tarik Bayrakli

Tarik Bayrakli has led the national delivery of the Club Respect program for seven years, an initiative dedicated to helping grassroots clubs foster safe, fair, and inclusive cultures. As a specialist in sport integrity, Tarik has facilitated the A.W.E.S.O.M.E. framework with over 60 club committees, providing them with a practical system to navigate complex cultural challenges and improve sideline behaviour.

A lifelong lover of football and futsal, Tarik brings over 30 years of experience as a player, referee, volunteer, committee member and spectator. This deep-rooted involvement gives him a unique empathy for the daily pressures club leaders face. Attendees will walk away with a clear understanding of how to apply the A.W.E.S.O.M.E. framework to strengthen their club’s reputation and ensure a positive experience for every member.
