Football Victoria (FV) has introduced a Three Strike Policy in effect from the 2026 season, representing a significant new step towards creating a safer, more respectful environment for everyone involved in the game.
This policy has been developed in response to increasing levels of egregious and unacceptable behaviour in recent seasons, both on and off the pitch – with a majority directed at Match Officials.
These incidents have had a profound impact on the wellbeing and retention of Referees, with many choosing to step away from the game due to abuse and intimidation.
While the policy was primarily implemented to combat the continuing trend of negative behaviour towards Match Officials, it may also cover misconduct towards other FV match day representatives, including staff and Match Commissioners.
Similar policies have been successfully implemented by Member Federations in other states and by other codes – important learnings that have helped shape FV’s policy specifically for our landscape.
The Three Strike Policy builds on FV’s No Excuse for Abuse campaign, launched in 2025, which aimed to reinforce the real and lasting impact of poor behaviour across the game. Together, these initiatives provide both education and awareness, alongside stronger accountability.
Under the policy, clubs will be held accountable for the conduct of their players, coaches, officials and spectators, reinforcing the expectation - in conjunction with existing frameworks - that respect is nonnegotiable in Victorian football.
FV CEO Dan Birrell said the policy reflects the organisation’s determination to protect Match Officials and uphold the values of the game.
“Match Officials are essential to our game, yet too many have been subjected to behaviour that is completely unacceptable.
“The Three Strike Policy sends a clear message that abuse has no place in football.
“This is about protecting people and ensuring football remains a positive and safe environment at every level.”
FV Head of Referees & Discipline, Tom Elliott, highlighted the policy’s consistent framework for addressing repeated misconduct.
“We have listened closely to our Match Officials and the broader football community to shape our approach to dealing with ongoing antisocial behaviour.
“The vast majority of participants contribute positively to our game, however, the actions of a few can have detrimental impact.
“This policy provides a clear framework, to ensure we all play our role in removing that element from Victorian football.”
