THREE STRIKE POLICY

Three Strike Policy V1.0 January 2026

The Three Strike Policy has been introduced and is in effect from the 2026 season, representing a significant new step towards creating a safer, more respectful environment for everyone involved in the game. 

This policy has been developed in response to increasing levels of egregious and unacceptable behaviour in recent seasons, both on and off the pitch – with a majority directed at Match Officials.  

Under the policy, clubs will be held accountable for the conduct of their players, coaches, officials and spectators, reinforcing the expectation – in conjunction with existing frameworks – that respect is non-negotiable in Victorian football.

REPORTING

Discrimination has no place in Football. 

If you have been a victim of discrimination, or have witnessed discriminatory behaviour towards another individual, report the incident to FV by visiting the Reporting and Forms Page and submitting the Report Discrimination Form.

The Reporting and Forms page also contains links to the Match Incident Report Form, Competitions Match Investigation Form, as well as other Lodgement Forms and Fees.

RESPECT & RESPONSIBILITY COURSE

We would like to encourage all clubs to enrol in our Respect & Responsibility course. 

This primary focus of the course is to engage with players and team officials within clubs around the expected standard of behaviour on field - specifically towards Match Officials), while also covering Laws of the game x Spirit of the game scenarios and the Role of the Referee.
